Overview
Between February 22 and May 3, 1946, an unidentified assailant attacked eight people in the Texarkana area straddling the Texas–Arkansas line, killing five and wounding three. The first three attacks struck couples parked on secluded roads and lovers' lanes in Bowie County, Texas, while the final attack targeted a farmhouse in Miller County, Arkansas. Local newspapers dubbed the unknown attacker the 'Phantom Killer,' and the spree caused widespread panic across the region. The victims included Richard Griffin and Polly Ann Moore, teenagers Paul Martin and Betty Jo Booker, and Virgil Starks, while Jimmy Hollis, Mary Jeanne Larey, and Katie Starks survived. The killer was never identified and the case remains unsolved.

He was linked to the crimes largely through detailed statements from his wife, Peggy, who later repudiated her confession and by law could not be compelled to testify against him; law enforcement officials declined to prosecute. Swinney remained imprisoned as a habitual offender until 1973 and died in 1994 without ever being charged with the murders.
